近期有多位中国出口商朋友在一些外贸论坛讨论和咨询出口黎巴嫩近期清关遇上的障碍。

了解到出口商反馈，从2019年9月26日开始，黎巴嫩清关所需文件有所调整，包括：

一、 发票需要原产国海关盖章；

二、原产国商会+黎巴嫩领事馆正式认证；

三、EX1文件。

According to the memorandum issued by the Lebanese Customs attached, and for all the orders to be imported from overseas  to Lebanon , a new regulation is requested regarding :

The original  invoice should be :

·Stamped by the customs, ( beside the stamp and signature of the supplier )

·Duly certified by the Chamber of Commerce and the Lebanese Consulate at origin country.

The document of the EXPORT FORMALITIES : EX1, A copy of this document should be sent along with the documents and a copy by e-mail .

重点来了，第一、二项要求比较好理解，但海关是不会给发票盖章的，此外EX1文件是什么呢？东浩物流搜集到了相关信息解释以及建议解决方法如下：

一、首先了解一下EX1。黎巴嫩自己的出口分为普通出口（EX1）；临时出口（EX2）；再出口（EX3），所以其要求的EX1文件，或可理解为我们的报关单。
